On March 5, 1993, Rep. Harman purchased between 1,000 and 15,000 dollars worth of stock in Travelers.

Two days earlier (March 3), a bill was introduced in the House by members of the Black Caucus that would cause the insurance industry to scramble for cover. The bill was:

HR 1188: ANTI REDLINING INSURANCE DISCLOSURE ACT. Referred to House Energy and Commerce (Pending...last action on July 12, 1994).

According to an article in National Underwriter - Property and Casualty (June 28, 1993), David Walsh (Vice President of NAIC) said that his organization would not endorse HR 1188, because "...the bill was still evolving and the NAIC had strong reservations about federal participation in insurance regulation." After hearing this statement, members of ACORN (Association of Community Organizations for Reform Now) stormed the Chicago Marriott (where NAIC was holding its meeting) in protest, and had to be ejected by police.

SEPT. 12, 1994 UPDATE: The House has voted on three different amendments to H.R. 1188: CR# 337 (Rep. Joseph Kennedy; D-MA), CR# 338 (Rep. Lucille Royabl-Allard; D-CA), and CR# 339 (Rep. Cleo Fields; D-LA). All three amendments were defeated. Rep. Jane Harman voted NAY on all three!!!

POLTICAL MONEY NOTES: Rep. Harman accepted 500 dollars from Connecticut Mutual Life Insurance, and 500 dollars from Patton, Boggs and Blow (Travelers' lobbyists) during the last election cycle.
