These purchases are interesting because they directly coincide with the beginning of aggressive Congressional debate on H.R. 820: NATIONAL COMPETITIVENESS ACT...To ammend the Stevenson-Wydler Technology Innovation Act to enhance manufacturing technology development and transfer.

H.R. 820 was introduced February 4, 1993. Rep. LaFalce is a CO-SPONSOR of this bill!!!
