Al-Shiblawy was charged in connection with a scam to fraudulently obtain licenses and hazardous materials permits, one of several men arrested shortly after 9/11 amid concerns about chemical weapons plots. Though the case has no clear terrorist links, the DOJ has classified it as terrorism-related. He received three years probation and 100 hours of community service.
