Wagner was investigated after he claimed to know about Al Qaeda plans to shoot up San Diego trolleys. A search of his vehicle found flight training manuals, documents in Arabic, bulletproof vests, night-vision goggles, and ammunition. Prosecutors discounted the seriousness of his statements and charged him for being a felon in possession of body armor and firearms. He was sentenced to time served.
