True that. You can't be too careful in these parts. In fact, my neighbor's air conditioner has been on the fritz for the past few weeks and its racket has become really annoying. I'm thinking about having him deported with extreme prejudice.

As a libertarian I think people like this are such pure evil I can't believe they exist, it's like you found an actual black-mustache-twirling black-hat guy tying someone to a real railroad track.
I despise HOAs
I know people who have had meetings for the HOAs that eventually made people remove wind chimes. Another told a home owner he planted the wrong species of grass in his lawn. Another forced a home owner to pay for boat storage because his boat trailer made closing his garage that last 4 inches impossible. And boats are not allowed in the yard either. All of these rule breakers could have their houses taken from them if they don't comply. I know someone who had their home sold out from under him--while living in it--because he was behind $1000 in HA fees. He used his work address for all other bills and forgot--a bachelor. But the thing is the HOA members lived on his street and could have told him. But they didn't want to. So he lost his house. I specifically bought a house without an HOA. Might not be a picture-perfect neighborhood, but I dislike Stepford Neighborhoods.
HOA's
HOA's are pure evil. I'm all for some basic city code rules about no leaving your RV parked on the street front of your house for months on end, etc... But when you start telling people what colors they can or can't paint their house or what landscaping they can or can't put in their front yard you are just a neighborhood nazi (yay Godwin!) who expects everyone to share your tastes and lifestyle.
HOA people are the exact sort of authoritarians that vote Republican in every election, no matter who the candidate is.
I'll match your HOA against mine...
A year and a half ago, our roof sprung a leak. It was old, so this was not too surprising. We quickly got hold of a roofer that had done work for several of our neighbors with good results for them. So, the truck pulls up and the crew gets to work, and guess what? We get a letter from the HOA saying that we had to pre-approve all work through a vote of the Board.
The Board meets monthly. And we should bring architectural sketches of the proposed changes.
I wrote back: we have a leak. Water coming in. Need fix now. Now. As in NOW. New roofing shingles are same color and same material as old. OK?
Eventually, quite some time after the work was completed, we got approval to do the work. But by the HOA contract, they could have brought court action against us.

It was amazing too, because the whole job, start to finish, was only three days, and we got the letter on the first day IIRC. None of my so-called public services are that efficient. Gee whiz. I guess I didn't see them install the surveillance cameras and mics.

Ladera Ranch CA is bad too. I got a letter from the HOA because I removed the mulch from the flower beds in front of the house because I dont like mulch. It didnt look much different. They said I needed approval to do that and it would cost $400 since I hadnt submitted plans for removing the mulch and received prior approval. What kind of crazy people are checking and reporting these kids of things?

HOAs are evil and the only person in my family who ever lived in one was my father and that was only because at the age of 73 he made the mistake of marrying my evil, gold-digging stepmother. My only wonder is that she wasn't always on the board or the committee or whatever runs those HOAs because when she was she had exactly the ability to control and to interfere with her neighbors that so delighted her warped little heart.
(So what kind of people run these things? Authoritarians without jobs who need to police their communities. And, yes, they do vote Republican!)

It seems KY is more relaxed, but you should always read the rules very carefully before buying. If you don't want to abide by the rules, don't live there! The HOA rules I live under are more about preventing chain link fences than dictating the landscaping.
