Under watch of American soldiers, women struggle to form a line at a gas distribution center in the Shiite neighborhood formerly known as Saddam City. The US Army, in cooperation with the former Iraqi government's distribution ministry, set up the center on an ad hoc basis, hoping to ease the desperate shortage of fuel brought on by the disruption of Iraq's rationing system during the bombing.
