U.S. Can't Stay in Iraq and Can't Leave

Kofi Annan, no doubt trying to be helpful, neatly captures the impossibility of the American posture in Iraq.

"The U.S. has found itself in the position where it cannot stay and it cannot leave. I believe that if it has to leave, the timing has to be optimum, and it has to be arranged in such a way that it does not lead to even greater disruption or violence in the region."

I think "optimum" went out the window a while back.

When to leave Iraq? When the people of Iraq want the American troops out. After all, it is their country, and American troops should not remain in a country where they are not wanted. We staged a national referendum on a constitution, we staged a national referendum on a parliament, let's have one final national referendum which allows the people of Iraq vote on whether American troops should leaven (1) immediately, (2) in a year, or (3) when the Government of Iraq calls for a pullout. If past polling is any indication, the majority of the Iraquis will vote for immediatel withdrawal. So the question is not whether the US "cuts or runs" but whether American troops are liberators or occupiers.
