Here we go again.
Year after year..., "emergency" funding requests, to fund continuing wars/occupations we've been involved in for 5 & 6 years!

Doesn't it make sense that Congress could anticipate, by now, what the budget requirements are going to be, and have it included in the general budget?

Well, YEAH, they could!
(Even Dick Lugar admitted that to me, when I wrote him about the 'emergency' spending bill, 3 'emergencies' ago...)
But including it on-budget would make the Budget SOooo Much BIGGER, and the Deficit Even BIGGER than it shows already, where they can do this slight-of-hand crap and not have it show up 'on-budget', and..., OH YEAH, While they're at it, they can attach All Sorts of PORK to these "Emergency" bills that NO ONE will DARE to vote against, lest they be labeled as someone who "Didn't Support The Troops".

Probably only Ron Paul will have the cojones to vote against whatever bill finally comes out to deal with this $180 Billion 'emergency'.

Bert, 'Dr. NO' will most likely do just that.
It remains to be seen how many others in Congress will have as much spine.

Damned FEW who are running for PreziDick.
I'll bet Money on that!
