Toward the end of 2003, Shaw even asked the Pentagon and the National Security Council to replace the Iraqi minister of communications with Sheik Sami al-Majoun, the Iraqi minister of labor, who, according to a CPA document, was a participant in the Qualcomm consortium bid. "Strong medicine but necessary if we are to succeed," Shaw wrote in a December email to a Pentagon colleague. "I need hardly add that this will allow the telecom system to develop with the kind of speed and focus that is essential to the entire development of Iraq."

Around that same time Shaw also pressed the case for the Qualcomm consortium when Daniel Sudnick, the senior American adviser to the Iraqi Ministry of Communications, visited Washington, D.C. Shaw invited him to dinner at the exclusive Metropolitan Club, located across the street from the White House, took him to meet Senator Burns, and then hosted a meeting at his office on January 12 with representatives of Nana Pacific and the Qualcomm consortium.

For all the work Qualcomm's supporters did to arrange for its entry into Iraq, the final authority over Iraq's telecom future still rested with the American advisers, like Sudnick, working in Saddam's former palace in Baghdad. Although Sudnick met with Shaw and Senator Burns, he told colleagues that he remained determined to not effectively award a new cellular phone license for Iraq under the cover of a network for the nation's police and fire officials. In January, he defined the scope of the Iraqi needs in a report to the White House's Office of Management and Budget. The first-responder network, he wrote, "will not compete with commercial mobile cellular operators."

In March, this dispute reached a critical turning point when Sudnick and other advisers in Baghdad discovered that Nana Pacific had added language to a contract for a pilot first-responder program that would allow such competition, opening the door for the consortium to establish a CDMA network. Sudnick and his colleagues promptly challenged Nana officials about the new provision. Within hours, they received a blistering phone call from Shaw, who shouted at Sudnick's deputy, Bonnie Carroll, that there would be "hell to pay" if they did not sign off on the additional language, according to Carroll.

Within days, Sudnick received an email from Shaw: "If you can't lead or follow get the hell out of the way." The first-responder system, Shaw wrote, was "the last opportunity to install a viable cellular network that is responsive to our needs and requirements." And in another email, Shaw added that Sudnick's actions "rightly raised the concerns of the Qualcom [sic] folks."

Also shortly after the contentious phone conversation between Shaw and Carroll, Sheik Sami al-Majoun and his entourage paid a visit to CPA headquarters, says Carroll, recalling that they entered her office and that Majoun appeared upset. He told her that he had spoken with Shaw and asked her to come meet with him outside the CPA offices, presumably to discuss the Nana Pacific contract; after she declined the invitation, he left. When Mother Jones interviewed Majoun this summer at his home, he denied that he had any stake in the Qualcomm consortium, despite the document that lists him as a participant. Then he turned to a translator in the room and said in Arabic, "Of course I am involved in contracts, but I'm not going to talk about any of it."

Unmoved by Shaw's demands, Sudnick decided to recommend stopping the first-responder pilot program in its tracks. He quickly sent a memo to CPA administrator Bremer. "I have observed a series of events I consider to be highly irregular," Sudnick wrote on March 9, explaining his decision. It would be a fateful one for Sudnick and others in the office, who suddenly had an enemy high in the Pentagon. "In 48 hours, [Shaw] goes from [Sudnick's] biggest defender to his biggest fucking adversary," says a Defense Department official familiar with the incident. Over the next several weeks, the Pentagon had a new team relieve Sudnick of many of his responsibilities. He and his deputy Carroll resigned within a month. By June, Shaw had added Sudnick's name to his report about improprieties with the initial cellular bids. Citing "unsubstantiated" allegations from Iraqi sources, Shaw told Defense Department investigators that Sudnick may have taken bribes and kickbacks, details that were soon leaked to Newsweek and the Washington Times. Sudnick has denied the allegations.

With a new team of advisers at the Communications Ministry, plans for the Iraqi first-responder network have moved forward—though they are now months behind schedule. In addition, the Pentagon has given the design authority for the system to Lucent Technologies, which was included as a principal supplier in Qualcomm's bid to bring CDMA to Iraq. Although the company is one of the world's leading makers of CDMA equipment, John Procter, who works for the Pentagon's contracting arm in Baghdad, says that the contract does not call for CDMA cell phone technology, but instead will solely involve building a police and fire radio system. While a June 4, 2004, cost-benefit analysis prepared by Lucent and obtained by Mother Jones estimated the cost of establishing a nationwide first-responder system at $450 million, Procter says only about $90 million has been appropriated for the job.

But the infighting over the first-responder system has cost the Iraqi people more than money. The negotiations over the Nana Pacific proposal were a waste of precious time. Because of the delay in establishing the new emergency-response system, said a former CPA technical adviser, "people have died."

Bonnie Carroll has been back in the U.S. for months now, visiting her family and working with TAPS, a support group for military families she founded in 1994, after her husband died in an Army National Guard plane crash. Nothing about her résumé would suggest that she was destined to become a whistleblower. She worked in the West Wing for President Ronald Reagan, and then as an aide to the White House counsel for President Bush's father. After September 11, she returned to government service at the Department of Veterans Affairs before accepting a detail in the office of Deputy Undersecretary Shaw and then traveling to Baghdad to work for the CPA.

Early this summer, she sat down for a midday omelette at the Hamburger Hamlet in Crystal City, Virginia, a mall frequented by military officers from the nearby Pentagon. Sipping hot water with lemon, she worried that the effort to influence the first-responder award has caused irreparable damage—the delay in bringing first-responder radios to Iraq, the attempts to smear the integrity of her and Sudnick in the press, the added costs to Iraq and the U.S. "I like to believe in people," she said, looking very much the Republican stalwart, dressed in a pastel sweater and pearls. "And this is a deputy undersecretary of Defense. You would hope he has integrity."

Since returning to the United States, Carroll has devoted herself to clearing the names of those who advised the Communications Ministry in Baghdad. She has met with Pentagon officials and congressional staffers at their request. And she provided Senator McCain with a packet of documents detailing an expansive "web of those who stood to benefit had the deal gone through."

"Simply stated, we were used in an attempt to 'rig' a contract," Carroll wrote. "This is truly not my Defense Department."

BLOOD MONEY WHISTLEBLOWER WHISTLES NEW TUNE IN TEXASby William Harvey Gregory Howard Walker, a career government investigator and founder of Global Security Management Inc., has been joined by Dan Sudnick, hero of Christian T. Miller's BLOOD MONEY, the story of corporate greed and bid-free contract ripoffs in Iraq. Miller maintains in the opening chapter of the Little, Brown & Company published book, a chapter entitled "Man of Honor", that Sudnick was the catalyst for the whistleblowing that inspired BLOOD MONEY. Gregory Howard Walker, a graduate of South Texas College of Law in 1981, faced a two year probation with the Texas State Bar from 1996-1998. Mr. Walker had also sued in a Houston civil court, jailed S&L conspirator, Leonard Capaldi, who had owned Walker's West Houston home. William Patrick Carr's father, who had hired Walker as a private eye in 2001, asked the pointed question, "how did Gregory Walker, a US Postal Inspector turned lawyer and private eye, ascend to the position of writing all the security manuals for the entire Houston area airport system including the Bush International Airport, Hobby Airport and Ellington Field?" William Patrick Carr, who died in his burning car like Capaldi associate Ed Baker, was found near the tarmac of Ellington Field on the night of December 10, 2000. Ruled a suicide by Harris County Medical Examiner's office, Patrick father didn't believe it, given the facts in his son's case and given that the HCME was under investigation. When the HCME was unhelpful in the investigation, Patrick's father had hired Gregory Howard Walker in early 2001 after contacting Oliver "Buck" Revell, a friend and member of his congregation and former General Deputy of the FBI. Ironically, Revell's grandson died the morning after Patrick Carr in Dallas under equally mysterious circumstances. Revell gave Carr the name of former FBI agent, Houstonian and senior of security officer for Lockheed Martin, Bonislaw Mogenis. Carr was contacted by Julie Mogenis, Bronislaw's' daughter and also a former FBI agent turned professional hunting guide and partner with her father in Third Eye Investigations Inc.. Julie phoned to decline the request citing her new hunting guide business in the Texas Hill Country, but submitted the name of Gregory Howard Walker. Julie Mogenis recently received a gunshot wound while guiding others on a hunting trip in Utopia, Texas. The severe wound suffered as someone was taking a loaded gun out of the back of a pickup truck has required over forty surgeries. Texas independent gubernatorial candidate and comedian, Kinky Friedman, provided a fun raiser to help Julie meet the astronomical medical costs. William Patrick Carr's father had shared all of his own research into the murder of his son with Mr. Walker including connections of persons who were on the Halliburton/Dresser boat which William Patrick had been on the night of his death. This information included connections to small airports in Lockhart, Pearland, Bastrop, and Koontz, Texas. Others on the boat and their close associates lived beside Houston Gulf Manor Airport which had been purchased by James R. Bath and Khalid Bin Mahfouz for the Bin Laden's. Bin Mahfouz, banker for the Saudi Royal family, was also banker for the family of Osama Bin Laden. The Houston Gulf Manor Airport, within seconds of Houston's vast petroleum refineries by air and near both Ellington Field and South Shore Harbor where the Halliburton/Dresser boat was moored the night of William Patrick Carr's death, was sold after 9/11 and the entire complex was razed. The HCME investigation became so heated that an independent investigator was brought in the Federal Government's lead Iran-Contra investigator, Michael Bromwich, who has been paid millions from confiscated drug money provided by the office of embattled District Attorney Johnny B. Holmes' successor, Chuck Rosenthall, formerly of Alice, Texas. While Dan Sudnick claims to be free of any improprieties in the Iraq recovery efforts scandal, his accused, John A. Shaw, indicated, according to BLOOD MONEY'S author, that Sudnick was as guilty as Shaw, a charge that Sudnick flatly denied.

Presient Bush had only one choice on 9-11. He should have brought the wrath of God by bombing Osma ben Laden and the Taliban from 40,000 feet that would have put them in sack cloth and ashes with out putting one soldier on the groud. He should have taught our declared enemy that it is better to be feared than to be loved. Send no foriegn aid. No red cross! No hope! or salvation! No food! Let the dead bury dead! Dont pay them for the dead he kills or provide money for the building we blow up!Let the just die with the unjust! And wash our hands of the matter! Let them live in the stone age for the next 100 years! Instead Bush took advantage of the situation for the oil companies to create the Middle East in his image to use 9-11 to abuse American people common decency to use this moment to enrich himself while in office. President Clinton wAS IMPEACHED because he refuse to obey the right wing fascist foot soldiers of the Bush clan who use non-profit foundation to demand the invasion of Iraq. Bush jr came to the White House with his marching orders to make war with Iraq! Bush was not going to maske his father mistake in Iraq. The US military was to sucessfull in the first Gulf War. Bush SR. was not able to convince his coalition to finish the job by removing Saddam. Clinton was impeached for not invading Iraq but he did maintain the sanctions to pacify the nation. When BushJR sabotaged his own military cutting his troop strenght to force Iraq to become a failed nation. Bush Jr needed the military to fail to make Iraq a nightmare state that is a threat to all the nations around Iraq to justify to the UN and the American people to the US occupation of a muslim nation which is an act of war in Islam. Bush understood the failure of success in being able to put military basesd in Iraq for the long term. The perception that Bush is incompetent may be true. But the CIA and the military know that in order for them to stay on the long haul in the future, a successfull campaine that quickly brought order to Iraq is what got the US military thrown out of Kuwait. The Iraq military was deliberately fired with the hope the former military would start an Al Qaida terroriist unit in Iraq out of anger. It worked. The military and the CIA are using their domestic media assetts to spread their disinformation canpaine of that the terrorist are coming; the terrorist are coming and when they come the sky will fall if we leave Iraq. Western oil companies who were kick out of Iraq for corruption who lost all of their oil leases when the ouil fields were nationalized are deathly afraid they will be kicked out again if a contact is not sign. If an oil leases is sign before they are kicked out they can go to the international court to force Iraq to honor their contract under the threat of sanctions by the Internation community. This is exactly what they did to Iran although it was illegal! Any contract Iraq sign is not valid! It is being written under duress. If Bush gets a contract, it gives the next President a Gulf of Tonken moment! That would not be just! The war in Iraq has been in the making since before WW1. Bringing democracy to Iraq is a illusion similiar to Lincoln's emancipations proclaimation of freedom from slavery to bring idealism to the war when there was none! Democracy is the catch word the con that allows them to decieve the world whos true goal is to pacify Iraq by westernizing the civilians to foriegn trade. This plan is the same plan the US Army has used since the days of the wild wild west. What angers me is the war profiteering taking place in Iraq just like the american corporations did when they took needed capital out the US during the Great Depression only to rebuild Nazi Germany. On 9-11 the chicken finally comes home to roost! Amewrica was in the perfect storm. A ignorant president who has failed all of his life, who is unluckly who destroyes everything he touchs. A man who could not find Ben Laden if he had bumbed into him in the White house! His election was an act of treason! My greatest fear is that he could die in office only to become a perpetual reminder of how stupid this country was when the day came democracy came to stand still! Truly Bush is not the man he thinks he is! After all he is no JFK! All the kings hoses and all the kings men can never make Bush a president. He refuse to do the hard work needed to be a public servant. This man had no shame in defeating Ann Richards who is 10 times the Govenor he woould ever be! like Al Gore Bush is not 10 times the man Al Gore is! He has been a curse to this nation! He has no respect for democracy. He has chosen to insult this nation by running for an office that half the nation is more qualified to hold. The dog catcher is more qualified and then there is the dead!

Carroll must also submit the information to Senator McCaskill, who's initiating a commission on war profiteering. Senator McCain is busy running for president and won't do anything now that might offend these people.
