Now: Prior to taking over as acting administrator, Horinko was Assistant
Administrator for the EPA's Office of Solid Waste and Emergency
Response. In that capacity, she oversaw the Superfund program, which
shrunk dramatically under her leadership. This year, the administration
added only 10 new sites to the list of Superfund cleanup projects,
delaying work on 10 others. In explaining the decision, Horinko noted
that the agency had to consider economic development benefits, as well
as health risks.
