In 1995 the Minneapolis Star-Tribune revealed that West Publishing, Opperman's legal publishing firm, had sent several Supreme Court justices on free conference junkets. In a March 16, 1984 letter, Justice Lewis F. Powell Jr. (now retired) apparently noted his preference for a conference meeting site: "Caneel Bay [Virgin Islands] is a place my wife Jo and I always have hoped to visit. This would have our warm approval. If you wish to meet in the fall a lovely time of the year we would be available." Opperman replied that the meeting would be at Caneel Bay, and accommodations would be "first class, of course." Meanwhile, since 1983 the Supreme Court has declined to review five cases, including two copyright disputes, that lower courts had decided in favor of West.
