That makes the lottery contractors the biggest game in town: Scientific Games Inc., which prints "scratcher" tickets, and GTECH, which runs the online lottery and boasts partnerships with 28 other state lotteries. Georgia's Secretary of State's office told Mother Jones that Scientific Games made $34,225 in direct campaign contributions from 1994 through 1996. The Georgia Ethics Commission reported that Scientific spent another $7,735 in lobbying expenses from 1993 through 1995, wining and dining Peach State lawmakers, primarily the Georgia Legislative Black Caucus; GTECH spent nothing.
