How frustrating it must be for these farmers. What they need is literally right in front of them and all they can do is stare. Farming is hard work and these people need food and the necessities of life. This is an awful situation for them. Their tomatos may end up rotting and they could be left with nothing.

This is a good illustration of a system of unaccountability in China. As the powerless mass is being ripped off in their every day life and barely manage an income of subsistence, they do not have the leisure to care about the environment at all.
