Joanne Mariner, director of the terrorism and counterterrorism program at Human Rights Watch, is an expert on government counterterrorism policies, including U.S. abuses in the war on terror. A former federal law clerk, she is a columnist for FindLaw, and has testified before the European Parliament about secret CIA prisons. A graduate of Yale Law School, she has documented abuses in U.S. prisons and during conflicts in Kosovo, Colombia, Haiti, and Darfur, Sudan.
