Our "Right to Bears and Arms" pullout (Jan./Feb. 1994), showing how stuffed toys are subject to safety standards while guns are not, has influenced legislation sponsored by Rep. Major Owens (D-N.Y.). His bill gives the Bureau of Alcohol, Tobacco, and Firearms the power to regulate guns like other consumer products, and authority to set safety standards, mandate warnings, and ban or recall unsafe products. Just when you thought it was safe: Due in part to bad PR generated by MoJo ("This bullet kills you better," Sept./Oct. 1993) and the threat of a tax-or-ban bill sponsored by Sen. Daniel Moynihan (D-N.Y.), Winchester-Olin withdrew its Black Talon bullet (see illustration) from the market in fall '93. But it remains in use in law enforcement, under a new name: the Ranger SXT; Black Talon rifle ammo has been renamed the "Supreme Fail-Safe." Boo, hiss.
