Bush: And You All Thought I Was 'the Decider'
Bush is at it again, giving himself great little nicknames that I think are meant to assuage our fears that he makes extremely important decisions without paying mind to Congress, the military, or the American people. Yesterday, Bush, in his explanation as to why he vetoed the $124 billion war spending bill that passed in both the House and the Senate last week, which would have set a timeline for withdrawal, designated himself "the Commander Guy." It's priceless:
The question is, 'Who ought to make that decision, the Congress or the commanders?' As you know, my position is clear – I’m the commander guy.
Thanks to Think Progress, you can watch it here.

I am by no means an advocate of Bush - but, sometimes i feel bad for the geek. I havn't listened to the audio/video as I'm at work. But, it could be possible that by 'I'm the Commander Guy' he meant "I feel that the Commanders, not the congress should make decisions on troop withdrawal". Whatever, I still loath the twit.
Mike, as a geek (current meaning of computer programmer, systems administrator, or other techie), I resent the association.
The video is priceless though.
As for any meaning he may have had. What he is really saying, in present political context, is that he feels perfectly entitled to completely violate the will of the American people. There really is no other way I can make sense of the comment.

Shrubbaya seems almost giddy with himself when about to spring some witticism on his audience. It's like a frat boy who has thought up a pun sure to make his pals cry, "duuuuuude!" - he can't help but grin in expectation of their admiration.
Considering the current context and subject matter, such lack of tact is not just sick; it's obscene.
